An apparent decrease in the national debt of eleven millions of dollars during the last month has been accepted as a "godsend" by the Radical press of the country. Like the man with the small baby, "it is small, but it is all we have."

Any reduction on paper, or in fact, enables the party in power to make an argument that may, by possibility, deceive or mystify the masses. But even allowing the Radicals all they claim, still the fact remains that the whole debt is greater, by forty-five millions of dollars, than it was in May last, only ten months ago. Thus, the nation has been spending at the rate of four and a half millions a month beyond its income!
