"About three months since an impeachment was gravely considered advisable by the leaders of both parties in Washington; and this fact coming to the knowledge of his Accidental Excellency, he was almost frightened out of his wits."—Courier and Enq.

A precious confession indeed. If we mistake not, the time is not distant when developments will be made showing a degree of profligacy of certain leaders, which will astonish the American people. We, at an early period of the commencement of the present session of Congress, and the Legislatures of Ohio, Kentucky, and Indiana, called the attention of the public to facts, showing a concert of action between certain leaders of the ultra Whigs and radical Locofocos, who, a few short months previous, were found bitterly arrayed, charging each other with crimes, which, if true, would justly consign them to infamy. Individuals, who were never known previously to concur, were found co-operating to defeat measures demanded by the public good. When the difficulties in Rhode Island broke out, threatening to involve the whole country in civil war, we find these same individuals laboring to prevent a just and honorable adjustment of the difficulties. The one party urging Dorr and his party to levy war upon Rhode Island, while the other party were urging Governor King to refuse any, the least, concession to the just claims of the suffrage men, calling upon the Charter party to butcher the people of Rhode Island like cattle in the market.

While the President was laboriously engaged in efforts to adjust the difficulty, securing to the people their just rights, and at the same time vindicating the laws of the country, he found his best-directed efforts constantly thwarted by the recklessness of the Dorr and the obstinacy of the King parties. The Senate of the United States became the theatre in which the grave Senatorial gladiators and agitators acted their part in the drama. A resolution is introduced, which was warmly discussed; the Whigs sustaining the President, and a few radical locos making violent appeals to the angry passions of the excited populace of the Eastern cities. Suddenly, however, the discussion ceases, no vote is taken on the resolution, it is quietly laid upon the table, there to sleep the sleep of death. We hear of the oft-repeated intention to call up the resolution, in order that principles deemed of such importance to the permanency of our free Government might be discussed and settled, but it is quietly permitted to sleep. It would not be politic to thus explicitly sustain the President by a solemn act of the Senate of the United States. It would never do for the Whig majority of the Senate to force the democrats to a vote upon a proposition which would result in a disruption of the party. The policy of both parties were, that the integrity of each should be preserved. For the first time in the history of party warfare, the Whig majority in the Senate failed to push to final issue a question because their opponents would thereby be thrown into confusion—an irreparable breach effected between the leaders of the Democratic party.—

Three months since the leaders of both parties thought it advisable to impeach the President. We ask the reader to note the time, "about three months since." It will carry us back to the time of the Rhode Island affair. Two months since we stated that Rayner and Botts, in the streets at Baltimore, during the military encampment near that city, declared that they were only waiting for the President to send troops to Rhode Island, when the articles of impeachment would have been instantly brought forward. We ask any candid man to take the statement of the Courier and Enquirer, in connection with the declaration of Rayner, made in the presence of Botts, in Baltimore, and the efforts made by the Whigs to induce the President to send troops to Rhode Island, and decide for himself whether there was not a base conspiracy between certain leaders of the ultra Whigs and radical Locos. The Whig majority could be got to impeach the President if there had been a prospect of a conviction. If, by supporting the President in his action in the Rhode Island affair he could be induced to send troops to Rhode Island, it would so offend the radicals as to insure their votes in the Senate to convict the President; thus, while a portion of the Whigs in the Senate, and the effigy-burning press were engaged in abusing Dorr and sustaining the President, the Whig delegation of Rhode Island, running to the President with exaggerated accounts of the Dorr movements; with the view of inducing him to send troops to Rhode Island, Botts and Rayner, to whom were intrusted the impeaching branch of the scheme, were, by their own declaration, anxiously waiting for the President to do what their friends were moving heaven and earth to induce him to do, when they intended to bring forward articles of impeachment.
