On Thursday in the Senate of the United States, upon a motion for leave to bring in a bill to repeal the law laying a duty on stamped vellum, &c. made by Mr. Green a member from Rhode-Island in pursuance of instructions from that state—the yeas and nays were as follows: Yeas—Messrs. Anderson, Bloodworth, Brown, Foster, Green, Jackson, Langdon, Livermore, Martin, Mason, Izard—11.
Nays—Ellsworth, Chapman, Goodhue, Gunn, Hunter, Howard, Munford, Latimer, Lloyd, Marshall, Paine, Read, Ross, Sedgwick, Tracy—15.
Four members of the Senate were absent—from the state of New-Jersey two, and one from Delaware. It is supposed these gentlemen would have voted against the motion had they been present: in that case there would have been still a greater majority against granting leave.
