NASHVILLE, TENN. (AP) Franklin D. Roosevelt and Mrs. Mary McLeod Bethune will be the principal speakers at third annual meeting of the Southern Conference for Human Welfare which will be held in Nashville April 19-20-21, Dr. Frank P. Graham, president of the University of North Carolina and chairman of the Committee on Conference Arrangements, announced this week.

General topic of the conference will be "The South's Part in Winning the War for Democracy." Over 1500 delegates will attend from Negro and white organizations in 16 Southern states.

Mrs. Roosevelt, America's First Lady in action as well as position and firm crusader for democracy will speak on "Youth and Training: Civilian and Military."

Mrs. Mary McLeod Bethune, director of the Division on Negro Affairs of the National Youth Administration and president of Bethune-Cookman College in Florida will deliver the keynote address on "Why Are We Fighting For?"

In announcing this meeting, Dr. Graham said the conference will aim toward converting the South into "America's Bulwark Number One in the defense of democracy."

The South has been called the 'Nation's No. 1 economic problem,' he asserted, "but it is with no feeling of false sectional pride that we say it can be made into America's No. 1 Bulwark." "This Conference believes," Dr. Graham said, "that business and government in that burden of building South, and they must begin assured equal blood- Why? Our youth progress."

In a plea for increased industrial production, Dr. Graham called for the employment of all the South's idle manpower -- 70 men, Negro as well as white -- at decent living wages to prepare for full production -- else will lead America. Dr. Graham concluded: Besides her two [speeches?] will also present the Southern Award to the Southerner of the year night of the conference.
