MUSKOGEE, Okla., March 26. - Sen. Alben W. Barkley (D-Ky), Senate majority leader, comes to Oklahoma Monday for two speeches in behalf of William G. Stigler, his party's nominee in Tuesday's special second district Congressional election.
Sen. E. H. Moore (R-Okla) said last week that he believed a victory by E. O. Clark, the Republican candidate, might mean the end of any movement for a fourth term for President Roosevelt.
Senator Barkley will speak at Okmulgee Monday afternoon, and here Monday night. Senator Moore will make a final appeal for Republican votes in a radio speech beamed into the district from Tulsa.
Neither party made any secret of its concern over the outcome of Tuesday's balloting.
Moore declared the election was one of the most important in American history. The new deal, he said, is the paramount issue and he predicted a Republican victory would end the fourth term movement.
Democrats were no less anxious. Senator Thomas (D-Okla) described the election as "all-important" and asserted that a Republican triumph might start the ball rolling toward the election of a Republican President in November.
The weather was considered a vital factor. The second district is primarily agricultural and a continuation of heavy rains of the past few days would reduce the vote from outlying rural regions.
Clark is making his third campaign for Congress. Rep. Jacob Nichols, a Democrat, defeated him by 20,000 votes in 1940 but Clark trimmed Nichols' margin to 385 in 1942. Nichols resigned last summer to become an airline executive.
The second district has sent only one Republican to Congress since statehood. Miss Alice Robertson winning over W. W. Hastings by 209 votes in 1920.
