Taking cognizance of the vote in the American Legion Convention, favoring immediate cash payment of the bonus, observers point out that the President has given unmistakable indication that he will veto such a measure and the general opinion is that the Senate, if not the House, will sustain the President's position. While the Convention's vote was 987 to 183, it has been pointed out that the vote was to "recommend" and that the word "demand" was purposely omitted. While some Legion officials say the Executive Committee will decide what place payment of the bonus will have on the legislative agenda of the Legion, most people take it for granted that the Legion will join with other veterans' organizations in working for immediate payment.
