upon graduating had decided to go
into the field of public administra-
tion.

Speaking Spanish fluently, Mr. Okwuosa made application to the
University of Puerto Rico to study
for his master's degree. He was
keenly interested in Puerto Rico
because it was an under-developed
country and would parallel his
own African homeland, Nigeria.

He received the master's degree
last month.

As a pre-requisite for being ac-
cepted in the New School for So-
cial Research Mr. Okwuosa had to
submit a projected subject for his
dissertation.
