CONGRESS OF THE UNITED STATES.

IN SENATE—April 29.

The senate proceeded to the consideration of the resolution from the house of representatives, providing for the collection of the public revenues in the lawful money of the United States. which resolution was in the following words ;

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the secretary of the treasury be, and he hereby is required and directed to adopt such measures as he may deem necessary, to cause, as soon as may be, all duties, taxes, debts or sums of money accruing or becoming payable to the United States, to be collected and paid in the legal currency of the United States. or treasury notes, or notes of the bank of the U. States, as by law provided and declared; and that from and after the twentieth day of February next, no such duties, taxes, debts or sums of money accruing or becoming payable to the U. States as aforesaid, ought to be collected or received otherwise than in the legal currency of the United States, or treasury notes, or notes of the bank of the United States.

The question was taken on the following amendment, reported to the resolution by the committee of finance.

" Strike out all the resolution after the word 'assembled,' in the third line, and insert in lieu thereof the following:

" That all duties, taxes, debts or sums of money accruing or becoming due to the United States, ought to be collected and received in the lawful money of the United States, or in treasury notes, or in the notes of the bank of the United States, as by law provided and declared.

And resolved further, That from and after the day of -sa- next, no such duties, taxes, debts, or sums of money accruing or becoming payable to the United States as aforesaid, ought to be collected or received otherwise than in the lawful money of the United States, or in treasury notes, or notes of the Bank of the United States a aforesaid: Provided nevertheless, That until the day of next, it shall be lawful for the secretary of the treasury to cause the said duties, taxes, debts, or sums of money so accruing and becoming payable, to be collected and received in the notes of any banks established by authority of the United States, or of any of them, which shall be equal in value to treasury notes, bearing an interest of five and two fifths per cent. per annum. And in case the notes of any of the said banks shall be of less value than the treasury notes aforesaid, the same may be received at a discount equal to the difference in value between such notes and the aforesaid treasury notes, at the time the same shall be so received. And that it shall be lawful for the secretary of the treasury, from time to time, to ascertain the difference aforesaid, and to issue instructions directing the rates of discounts, at which such notes shall be so received.

And resolved further, That whenever the notes of any of the aforesaid banks, which shall be of less value than the aforesaid treasury notes, shall be paid in satisfaction of any debt or sum of money due from the United States, the same shall be paid at a discount equal to the difference in value between such notes and the aforesaid treasury notes at the time of such payment."

The vote thereon was as follows :

Yeas—Messrs. Chase, Daggett, Dana; Fromentin, Gore, Howell, King, Mason, N.H. Sanford. Tichenor, Turner— 11.

Nays Messrs. Barbour, Barry, Bibb, Campbell, Condit, Gaillard, Goldsborough, Harper Lacock, Macon, Mason, Va. Morrow, Roberts, Ruggles, Tait, Varnum, Wells, Williams, Willey—19.

The question was taken on the following amendment proposed by Mr. Dana:

" That any bank notes which may be received in payment of services due to the United States within any one district of the union
Shall be equally receivable in payment of like duties within every other district. And was as follows:

Yeas—Messrs. Dana, Macon, Tappen.

Nays—Messrs. Barbour, Barry, Bibb, Campbell, Bell, Chase, Condit, Daggett, Fromentin, Gaillard, Jared, Goldsborough, Gore, Harper, Howell, King, Lacock, Mason N.H., Mason Va., Morrow, Roberts, Ruggles, Sanford, Tait, Tichenor, Varnum, Wells, Williams, Wilson—27.

Mr. Campbell moved to add a clause (substantially) to include in the receivable paper, the notes of all banks which shall pay their notes on demand in the legal currency of the United States; which was agreed to.

The resolution was then agreed to by the following vote:

Yeas—Messrs. Barry, Bibb, Campbell, Condit, Chase, Daggett, Dana, Fromentin, Gaillard, Harper, Howell, Macon, Mason of Va., Sanford, Tait, Tichenor, Turner, Varnum, Williams—19.

Nays—Messrs. Barbour, Goldsborough, Gore, King, Lacock, Mason N.H., Morrow, Ruggles, Wells, Wilson—11.
