It is based upon a proportional breakdown of $77,000,000,000 appropriated for warfare as of December 31, 1941.
This Includes $72,000,000,000 voted for defense by Congress, including $13,000,000,000 for Lend-Lease purposes, plus commitments by the Reconstruction Finance Corporation and subsidiaries of $5,000,000,000.
