To the Culpeper Observer.

We assure the Editor of the "Culpeper Observer" that we have not stopped exchanging with him. We send the "Spectator" to him regularly except when we have not enough to supply subscribers, in which cases we leave off exchanges in preference to disappointing subscribers. It has frequently happened recently that we have been compelled thus to disappoint our exchanges, as larger numbers of new subscribers have been added to our list than we anticipated. The same reason accounts for the fact of our exchanges sometimes receiving only half a sheet.— In future we will make preparation in advance, by "wetting down" an increased number of quires. We appreciate the "Observer" as a welcome exchange, and will try in future to send him the "Spectator" regularly.
