LUNEVILLE, Dec. 31.

Count Cobenzel has, in a Note dated this day, declared that he was authorized by his Imperial Majesty to give to his powers the interpretation given to them by the French Plenipotentiary, and to treat without the Concurrence of England. The Protocole is in consequence to open to-morrow, the 1st of Jan. 1801, that is to say, the first day of the 19th Century. Let us hope, that the fatal influence of the English Government on the Continent, will terminate with the century, which is ended.
