WASHINGTON (AP)-American ships will be guaranteed at least half of all Marshall Plan bulk cargoes for another month.
A decision by the economic cooperation administration to drop this 50-50 provision effective January 1 was modified Wednesday on the recommendation of a 12-member public "watchdog" committee.
The previous action, designed to take advantage of lower shipping costs on foreign-flag vessels, had aroused a storm of protest in maritime circles, in Congress and elsewhere.
In announcing the delay, ECA administrator Paul G. Hoffman said:
"In recent weeks, as a result of the French coal strike and other circumstances, the demand for bulk cargo vessels has continued at a high level, while during the same period rate differentials have decreased."
Hoffman added that the postponement takes these factors into account and also will "permit appraisal of the underlying problem by the new Congress."
Bulk cargoes consist chiefly of coal and grain.
There had been no plan, ECA said, to divert a higher percentage of packaged goods, such as processed food, medicine and industrial equipment, to foreign ships.
The foreign aid act sets forth the 50-50 provision but gives Hoffman authority to alter it under certain circumstances.
