What inducement should the Navy Department offer Reservists to interest them in joining the regular Navy?

Canistoo detail: I think the Navy shd offer a more comfortable, different color uniform, army style, (perhaps with Eisenhower type short jacket): benefits for regulars comparable to benefits under GI Bill of Rights: and an idea of what a future in the Navy has to offer the way of shore duty, schooling. advancement. etc.

They'd have to give me a rate before I'd consider transferring to regular Navy. And also a better deal in classification they ought to let me choose what I want to strike for, instead of making me a gunner's mate right off.

At least they should guarantee not to cut the pay, let the man transferring keep his present rate, and give the man $50 additional pay for each year already in the service.
