By Capt. Taylor, from Liverpool, there is advice that things had taken a sudden turn in the House of Commons, in favour of America: and that it was expected Lord North would resign, in a very short time. That Nobleman, on the 20th of February, made a motion in the House, which greatly surprised most people; the purport of which was, that all the colonies (Massachusetts Bay excepted) should be permitted to raise, by their own Assemblies, the several requisitions made to them by Government, upon their complying with which the duties complained of should cease: That the whole vengeance of the Ministry seemed to be levelled against the New England provinces, for that a bill had been framed to restrain their trade, particularly their fishing at Newfoundland, &c. and it is therein declared that it is unfit the inhabitants of the said provinces should enjoy the same privileges of trade to which his Majesty's faithful and obedient subjects are entitled, therefore enacts that no sort of merchandise whatsoever shall be shipped from those provinces to any place except Great Britain, Ireland, or the West Indies, during the continuance of that act; but that the Governor and Council of New Hampshire, and of the Massachusetts Bay, may again open their trade, by proclamation, whenever it shall appear, to their satisfaction, that obedience to the laws shall be so far restored as that goods have been imported and exported, for a certain term preceding, to the places aforesaid.
