PARIS, August 1.

The following article is from a Paris paper of July 9.

Portalis the French state counsellor who has the charge of the religion has sent his circular letters to the different bishops of the departments through which the first consul is to pass and are as follows:

Right Reverend,

"The first consul sets out for Belgic States. I send you the ceremonial fixed upon by his holiness in regard to his reception, together with the changements to be made. There cannot be too much respect shown neither too much thankfulness, veneration, and love testified to the chief of the nation, and restorer of the religion of the state."

Ceremonial to be observed in regard to the reception of the first consul in the towns in which he will stop.

The bishop with his clergy out of the city gate, to meet the consul offering the cross in order that he may kiss it; he is then to be placed under a canopy, the bishop accompanying him until he arrives at the church gate where will be sung the following anthem "Behold I send my angel who shall tread my way before you," together with the other suitable psalms. Arrived at the church gate, the consul will be presented with the holy water, which, after having dipt his finger in, he will make the sign of the cross. Afterwards the consul's suite will be sprinkled, the people only bowing without changing places. Further if Mad. Bonaparte is present, holy water will be offered to her, then her consort will be accompanied to the officiant of the altar, where he will kneel under a prepared canopy. The Bishop will ascend the altar upon the left, and sing bare-headed as usual and turning to the auditors some verses and prayers will be said; the Te Deum will be sung, the bishop will give a solemn benediction, and the consul will be led in the same manner as before to his palace.
