By advices from Lisbon we are informed, that the King of Portugal has at last sent to the Court of Madrid his definitive Declaration, importing, "That his most Faithful Majesty not having any Grievance to alledge either against Spain or Great Britain; nor having any Engagement, either offensive or defensive, with one or the other of those two Crowns, he was resolved to keep within the bounds of perfect Impartiality, in respect to the Rupture broke out between them: That, consequently, he should permit the Entrance into the Ports of his Kingdom, as well of Spanish as of British Ships, provided they conformed to the Regulations and Usages generally established in the Maritime Places of Europe; and that if, contrary to all Expectation, they should attempt by violent Means to make him depart from this Neutrality, and so wound his Rights of Sovereignty, he would oppose such a Step with all his Forces. &c."
