The darkest pictures came from Kentucky and Arkansas, although Missouri, West Virginia and Mississippi told in figures and short sentences of entire communities wondering how to get through the winter and then how to obtain money to start another crop year if the first problem is solved.

Crops Destroyed

Observers in Poinsett county, Arkansas, reported 95 per cent of all grain crops destroyed with 35 to 50 per cent of the farmers unable to buy foodstuffs.

"Wholesale stealing of food has already started among poorer tenant families," the report said.

Carroll county, Mississippi, reported 2,000 families were unable to buy foodstuffs and added, "no water. Livestock cannot last much longer."

Pleads For Food

From Webster Parish, Louisiana, came a plea that there was "urgent need for food supplies for 3,000 human beings."

In Estill county, Kentucky, the report said "many families are at the point of starvation."

Garrard county, Kentucky, asked for "immediate relief," adding that the water in many sections was contaminated and farmers were having to haul it over 12 miles of rutty, dusty roads.

Red Cross Needed

Harrison county said the "Red Cross will be needed to help tenant families this winter."

Madison county reported acute distress.

In Jackson county, West Virginia agriculture officials were told "some families will be entirely destitute of food."

The conditions in Roane county were reported "serious from the human side."

In Douglas county, Missouri, the report said "farmers are herding cattle in woods near water to keep from selling," while Grundy county was one of many to report "local authorities have helped to the limit."

Mississippi county said conditions were "the worst ever known."

Kansas and Nebraska were the only two states which did not report situations where actual privation for human beings was expected.
