Northern Wisconsin—The Prospect.—It is understood that S. Lisle Smith, of Chicago, the most eloquent speaker in the West, has consented to stump Northern Wisconsin. The northern portion of the State is right; the people, identified as they are with the interest of the improvement and connexion of the Fox and Wisconsin rivers, cannot vote for Frank Pierce, because he has invariably voted against river and harbor improvements. The Locofocos attempt to deny this; but how? Not by referring to the record of his votes in Congress; not by any professions he has made; but simply by the braggadocio system of promising everything "with no intention of performing," which has so long distinguished the acts of that party.

Mr. Smith will find warm hearts and willing minds (even in the ranks of the Locofocos of this State) who will welcome him to Wisconsin, and assist in carrying Wisconsin for Scott and Graham—for Whig principles and Whig measures.
