San Luis Obispo, December 21.--In his charge to the grand jury to-day, Judge Gregory said that two crimes of public notoriety had been committed within the last three years, and that the facts had almost been lost sight of, although the criminals had never been discovered. He referred to the murder of Francisco Carreo in this city three years ago, and to that of one Lewis in Slack's canyon about the same time. He suggested that the grand jury make a representation as a body to the Governor to the effect that the State should appoint a detective service to act when the local officials failed and thus not let crime go unpunished for lack of means or for reason of inexperience on the part of some officials. He laid no blame on local officials.
