Norfolk, Sept. 21.

The British frigate Spartan, capt. Wise, arrived in Hampton Roads yesterday morning, from Portsmouth, Eng.—having on board the Hon. STRAFFORD CANNING, Minister Plenipotentiary from the Court of St. James to the United States, and his suite. It is not positively ascertained, though it is believed, that the Spartan will proceed immediately for Annapolis.

Mr. Wilmot, who is attached to the legation, came up to town, yesterday forenoon, with despatches, to be forwarded to Washington.

The Spartan sailed from Portsmouth on the 11th of August—but we understand, brings no papers, and no news later than received by the Amity and Tobacco Plant, with the exception of the Intelligence of the death of the Duchess of York, who departed this life on the 4th of August.
