FARM RELIEF PROPOSAL IS MADE BY FESS

Presents Administration's Proposal Which Covers Commission.

WASHINGTON, June 29. United States Senator Simeon D. Fess, of Ohio, today presented the Administration's farm relief proposal, upon which attention has been centered in the Senate. The proposal is for the establishment of a commission of seven with an appropriation of $100,000,000 for loans to cooperative marketing associations.

The Secretary of Agriculture would be ex-officio member and the other six would be appointed by the President and receive annual salaries of $12,000. One appointee would be an expert in production and cooperative marketing and livestock, another grain, one dairy, one cotton, one tobacco, one fruits, vegetables and poultry.

The commission would meet weekly in Washington and keep advised on foreign commerce and agricultural products. Loans could be secured or unsecured. Fess added an amendment to permit of the collection of an amortization charge on loans.
