Among the proposed amendments to the Constitution of California, made by the late Convention at Sacramento, are the following:

a. Doing away with the grand jury system so far as to allow officers to be prosecuted by commitment by a majority. A grand jury is however required to be summoned once a year; and its duties when summoned are the same as heretofore.

The Governor is allowed to veto any item of an appropriation bill without affecting the rest of the bill.

All terms of courts have been abolished and the courts are always to be open for business.

Railroads are forbidden to discriminate in rates of freight or passage between different persons, and also to make contracts between the companies and their officers or to give passes to public officers, or to increase their rates which have been reduced for purposes of competition.

The employment of Chinese on public works or by any corporation is forbidden.
