LATE FROM CAPE HAYTIEN.

By the Mary Ann Jane, Bedford, nine days from Cape Haytien, we learn, that the night previous to Captain Bedford sailing, General Many (commander-in-chief,) issued an order to arrest Gen. Romaine, (one of Christophe's ex-generals) for refusing to turn out his regiments to escort the President, who was within 15 miles of the city. The order for arrest was not attended to by the officers, but a strong guard was put around Gen. R.'s house, to await the arrival of the President, when the alleged offender would be tried.
