Baltimore Nov. 10.

LATEST FROM ENGLAND.

By the arrival of the fast sailing ship Harriet, captain Childs, from London, and 26 days from the Downs, through the politeness of the owners, we have received London papers to the 4th of October, from which we have made the following extracts: The report of Massena's defeat by Lord Wellington appears somewhat improbable--if it had taken place, it would have been known at Oporto at the departure of the brig Vivid, capt. Hill, arrived at this port. The English accounts coming through France to England cannot be so late as those direct from Portugal. The deaths of the two great bankers Baring and Goldsmid, has discovered the insolvency of the British government.

The report of the battle in Portugal. The arrival of the accounts by the Tennant, known yesterday to have arrived at Plymouth from Lisbon, has been expected with great impatience--They were received in town this evening--She left the Tagus on the 26th, but has not brought any account of a battle. The armies were so near that a battle was hourly expected.

Lord Wellington had been reinforced to the amount of 7000 men. The Tennant carried out the 50th Regiment, which landed at Lisbon on the 24th, in excellent health. The Fiorenzo and Melpomene arrived on the 21st, and landed the troops on the 26th.

The dispatches from Lord Wellington are five days (viz. on the 18th Sept.) later than the last. He was on the North side of the Mondego, and Massena was at Vizeu.

Yet the intelligence of a battle having been fought, and a victory gained, by our troops, still prevails. It was certainly brought to Havre, from Paris, by the American Consul, who is on his return to America, and who says, that the Messenger had arrived with it at Paris only a few hours before he left it. The Consul took his passage in the Hornet, American sloop of war, which is now at Portsmouth waiting for Mr. Pinkney's dispatches. A similar account has been brought by the Niobe frigate, which came in yesterday from off Havre, & which received the report from some French fishing boats. The date when the battle is said to have been fought is not mentioned. We subjoin the port letters we have received this morning.

Officers to release the prisoners confined at a small insulated fort near Belem. In order to be on our ground, officers are ordered up to the castle, where our men are quartered, from their billets in town. The business of the rescue must either take place tonight or tomorrow, as those prisoners are to be embarked for Brazil on Monday. It is a most vile conspiracy: a Portuguese lady, married to a French General, made the happy discovery.

The following extract of another letter is chiefly interesting, as containing the names of several of the conspirators:

Lisbon, Sep. 15.—Several arrests have taken place here during the week, and many of the people arrested, it is said, are to be sent off in a Portuguese frigate. Among them are Van Delen Ratton, sen. Cambiaso, Mordaunt, Marchioness Alvito, Sebastiao Jose de Saldanha, Dufourcq, Judge Mascarenhas, and also some members of the noble family of Count Sampayo, Jeronimo, Eneves, &c. Joze Diego Pereira Neto, Mascarenhas, and Count de Ribeiro, also appear to be among the arrested; besides several lawyers, friars, &c. Government are very secret, and have not suffered the plans they had made to transpire: but no doubt some scheme in favor of the enemy was in contemplation, which, we trust this discovery will frustrate.

Another account states, that the number of persons arrested amounted to two hundred; that they were taken in the houses where they were deliberating and immediately sent off: that five thousand stand of arms belonging to them had been discovered, together with an invitation to Massena, and a proclamation to the people to rise in favor of the French.
