Campbell
of Pennsylvania evidently intends that his district shall be well fortified against invasion. In one day recently he introduced fifty-eight bills, each authorizing the Secretary of War to present one German cannon or fieldpiece to a designated town, "to be placed according to the wishes of the citizens of said place." Generous distribution of those bills among the voters will doubtless follow, showing his constituents how Mr. Campbell is busily looking after their interests. In sending out copies of the bills he will probably think it best not to state that not one of them has one chance in a thousand of passing.
