Careful Inquiry Among Members Of Congress Shows The Time Is Not Ripe Yet.

Washington, D. C., March 3.—Secretary of War Taft's great scheme for a chain of brigade posts throughout the country apparently is doomed to failure.
The Secretary is convinced that the time is not yet ripe to present the matter to Congress for the necessary appropriation, as personal interviews with members of the Military Committees of both houses and with other representatives has convinced him of the impossibility of interesting them in the project at the present time.
The plan as worked out by Secretary Taft and General Bell, Chief of Staff, calls for the establishment of posts for brigade commands at forts Oglethorpe, Ga; Sill, Okla; Riley and Leavenworth, Kans.; D. A. Russell, Wyo; and Sam Houston, Tex.
Rep. Moon, of Tenn., became greatly interested in the project for Fort Oglethorpe but he has not been able to arouse much enthusiasm over the project among his colleagues. Secretary Taft visited this post on his tour of all the posts mentioned a year ago last fall and was greatly impressed with the opportunity of obtaining approximately 38,000 acres surrounding Chickamauga Park. This was decided upon as an ideal brigade post for the entire East. Fort Sill affords the best natural camp facilities in the West, and Secretary Taft's plans call for the acquisition there of about 200,000 acres. Additional lands would also be required at each of the other posts.
In view of the attitude of Congress, however, the Secretary will not press the matter till next year.
