Filling Vacancies. - One of the Washington correspondents of the Baltimore Clipper says:

"Mr. President Polk intended to have filled every vacancy in the diplomatic corps before he retired, and sent in a list of names for consuls, commercial agents, &c., but a few days previous to the 4th of March, but the committee to whom they were referred reported against them all, upon the ground that the then administration was about to go out, and that those appointments ought to be left to the incoming President."
