Rawlins, Wyo., Oct. 15. An attempt to pass resolutions demanding a change of administration at the state penitentiary and condemning Governor Joseph M. Carey failed at a mass meeting of citizens here tonight. The meeting was the result of differences of opinion between the governor and a large number of town people as to the causes of the escape of twenty-eight convicts last Saturday and Sunday.
The governor, who was present, declared that as long as the town was not in accord with the policies of the state regarding the penitentiary there would be mutinies and other ills. He defended the reform system, which was the subject of criticism, but admitted there were defects and asked cooperation in raising them.
One more escaped convict of the twenty-eight who was shot was captured today. He is Charles Jones who was serving a year sentence for larceny.
Jones escaped Saturday. He is captured sixty miles southeast of Rawlins by Constable James Snyder of Saratoga. This morning Jones appeared at Mrs. McPhail's Ranch, where he ate breakfast with a six shooter in one hand, while he kept Mr. McPhail and three ranch hands lined up against the wall. After he departed Constable Snyder was summoned by phone and took up the convict's trail. Jones was caught by surprise and offered no resistance.
Reports of supposed convicts having been seen, came from many localities today, but did not aid in other captures. The Union Pacific railroad has ordered its engineers to run past block signals if they suspect convicts are trying to flag a train.
