Extract of a letter from Liverpool, dated the 5th of February, received by the Packet, arrived at Boston in 5 days from Liverpool.

" The memorial of the merchants of New-York on the encroachments lately made by this country on neutral commerce, has appeared in some of our public papers. In connection with this interesting subject, we cannot help considering the late change in administration as particularly important; and shall be much disappointed if the remonstrance which has been made, is not treated in a very different manner by such men as compose the present ministry, than what it would have been by the abettors of the former system."
