PHILADELPHIA, February 12.

For some time past a report has circulated in this city, that the speech of his Britannic Majesty to his Parliament, in November last, was arrived at New York, and indeed in this city; but we have had no ground to believe it, until yesterday, when we were assured, that a vessel arrived last Thursday at New-York, in a short passage from England, which our informant says, brought accounts, that the news of the capture of Cornwallis had occasioned great disturbances in England: Lord George Gordon having paraded the streets of London at the head of a great number of men, and the British King had lodged himself in the Tower for the security of his person. -- We do not pretend to authenticate this news, but give it as report.
