LATEST FROM GIBRALTAR.
Gibraltar papers have been received by Mr. Topliff to the 8th ult. The Spanish Cortes for 1822 and 1823 had been organized, and Gen. Riego chosen President—Mr. Salvato is Vice-President. The session was opened by the delivery of the King's speech on the 1st of March. He compliments them on the new proof which the opening of the new legislature affords of the stability of the constitutional system, and upon the defeat of the attempts made upon the public tranquillity by the good sense and constancy for which the Spaniards are so conspicuous. He informs the Cortes that the relations with the other powers hold out the prospects of lasting peace, and that the rumours to the contrary are without foundation. He says that in the internal state of the country there has not been time for any considerable improvements since the new system began, and that ameliorations have been retarded by great and notorious obstacles. The President, in reply, remarks, that from the incessant machinations of the enemies of freedom, great resolution and energy are necessary, and that the obstacles thrown in their way must be removed with a strong hand.
The Portuguese Cortes have refused to give up two Spanish refugees on the demand of the Spanish Charge d'Affaires.
