For Improving Iowa Roads.

Des Moines, Ia., Feb. 24.—For the purpose of drawing up good roads bills to be introduced at the present session of the legislature, persons prominently interested in the movement in all parts of the state assembled in convention in Des Moines today in response to the call issued by President T. G. Harer of the State Good Roads association. Measures will be framed providing for improvement of Iowa roads on a basis of the payment of 50 per cent of the cost by the state, 25 per cent by the county, 15 per cent by the township and 10 per cent by the owners of abutting property. Another bill will provide for the creation of a good roads commission to be appointed by the governor.
