The Berlin Mission.

Mr. Hayes, it appears, has not yet made up his mind as to the proper person to appoint to the German Court. We see by the papers that ex-Senator Alex. Ramsey of Minnesota, formerly of Harrisburg, is looming up as likely to carry off the prize. He is a Pennsylvanian, and as our Hartranft is now provided for we are for Alec. He used to be a clever, jolly fellow, and we suppose will, if appointed, fill the position as creditably as any person whom Mr. Hayes would be likely to appoint.
