They write from Madrid, that Mr. Keene the British Minister, has lately had a Conference with the Marquis de la Quadra, in which he was told, that tho' the King of Spain had stipulated, that the English Ships, trading for the future to America, should keep at least two Leagues from the Coast of New-Spain, yet his Catholick Majesty did not pretend to exclude the Case when these Vessels might be obliged to do otherwise by Stress of Weather; and that if such Reasons obliged them to draw nearer their Coast, they should receive all the Assistance prescribed by the Laws of Humanity.
