HOUSE OF REPRESENTATIVES.
TUESDAY, FEB. 9.
A message from the Governor, returning the Act which lately passed, for erecting a new Registry of deeds in Washington county, with his objections; it being inaccurate and defective.
A resolve granting an additional compensation to the Adjutant General, was read a first and ordered a second reading tomorrow.
Petitions—Of Jno. Harris and others, respecting R Devens' will;—Of sundry persons for a new county out of Hancock and Kennebeck counties;—Of G. Smith; of L. Stebbins and others: of A. Hopkins, of N. Smith: of P. Fowler: of Abijah Bradbury; of J. Hodges for alteration in the Inspection of Nails; of B. Lincoln; of Joshua Davis, praying to be divorced from his wife on account of her excessive inebriety; of H. G. Bass—were severally read and committed. The consideration of the STATE BANK Bill—
Was resumed. The 11th section passed without a division: the 12th was amended, and passed; as was the 13th which contains the rules and a fundamental article of the bill;—the sections from 14th to 26th then passed, without any essential alteration. On the 27th article, in which the branches of the Bank are located, and the capital stocks prescribed, a long debate ensued. Various amendments were moved the greater part of which were negatived by large majorities. The capital for the branch at Wiscasset was raised from 15000 to 200,000 dollars: and the words "for Augusta" were added to the clause for branch in Hallowell. The debate on this section continued until nearly three o'clock, when the House adjourned.
STATE BANK.
WEDNESDAY, FEB. 10.
The House proceeded to the consideration of the 27th section of the Bill for establishing a State Bank—this section being read and considered, was passed with amendments.
The 28th section being read and considered, was passed.
Mr. Welles, of the committee to whom had been referred the 10th section, reported an amendment; this amendment was adopted.
Mr. Callender made the following motion, to be added as an additional section which was seconded—viz.
Sect. 2. And be it further enacted, that no member of either branch of the Legislature for the time being, shall be eligible as President of said Bank, or as one of the eight Directors, by the tenth section of the act provided, to be chosen by the Senate and House of Representatives.
The question was put and decided in the negative—Against it 102—For it 79.
Mr. Callender immediately moved for a reconsideration of this Vote—the question being put, was declared not to be a vote.
A motion was made that the above mentioned motion should be taken by Yeas and Nays; but before the question was put, it was withdrawn.
The main question was then put, viz.—
This Bill having had three several readings—shall it pass to be engrossed;—For it 115,—Against 37.
