Important Treaty.--The Washington Star states that a treaty has just been concluded by Mr. Marcy with the Russian Minister, by which Russia and the United States mutually bind themselves to perfect neutrality in the present war. It is understood to go still further, and to concede and establish as a principle of national law, that free ships make free goods, and that the property of neutrals, unless contraband of war, shall be respected, even when on board an enemy's vessel. Russia thus takes a long step in advance of her neighbors, England and France, who have refused any permanent recognition of this doctrine as a just principle, although they have signified their intention of recognizing its observance as good policy during the pending war.
