SENECA COUNTY BANK.
In perfect keeping with the low moral grade of the Locofoco party, as represented by its defaulting Breslin and its wireworking, falsifying Morgan, we have had a simultaneous attack along the entire line, since the divulging of the tremendous frauds upon the State Treasury by its pet Breslin; and whose tracks have been partially covered up by a weak brother-in-law, elected by the Republicans; yes, we say a brother-in-law, so weak or wicked as to assist in covering up the shame and crime of a defaulting relation, by removing from the depository of the State the bonds of Seneca County Bank. The bank officers had complied with all the requirements of the law on their part, and the removal of their bonds from the depository was, in its effects, a robbery upon that institution; but a statement in regard to all those things is purposely avoided by those miscreants, and the old general bowl is set up by the organs of those thieves, upon the banking institutions of the State, so that peradventure the people might hold the Republican party responsible for any loss that might be sustained by the bill holders; because its adherents favor the policy of a "well regulated banking system," whilst their opponents secure the tools to rob them. But thanks to the sterling integrity of Gov. Chase, Auditor Wright and others, those bonds have been recovered and replaced.
How would it have been if the Morgans, Trevitts and Medills were in power! Every sensible, reflecting mind responds, that the Bonds would have been "let slide," and a refusal on their part, as officers of the State, to replace the bonds of the bank, either in kind or cash, and thereby crushed the bank, for the purpose of manufacturing political thunder. The people should be, and doubtless are, thankful to Gov. Chase for his immediate and efficient action in regard to the embezzlement.
The following, which we clip from the Xenia Torchlight, gives the acceptable intelligence of the condition of the affairs of the bank;
It appears that there is some doubt whether the State will be able to obtain possession of the bonds, amounting to $132,128, which should be in the State Treasury for the security of the bill holders of the Seneca County Bank, but which are reported by Gibson as being in New York.—Atwood & Co. hold $100,000 of them as security for an overdraft by Gibson in his effort to hide his brother in-law's stealings—and the balance are on deposit with John Thompson in Wall street.—Efforts are being made to secure their return to the Treasurer of State; but in case of failure in these efforts, the Treasurer has submitted the question to the Attorney General as to the liability of the State to the bill holders. Mr. Wolcott states that legally the State is not responsible, but morally it is, as by assuming the charge of these bonds, it has been the means of giving circulation to the bills of the bank.
P. S.—The Gazette of yesterday morning contains the following important announcement, from which it will be seen that the bonds are safe:
Dispatches from State Auditor Wright, who reaches Columbus this evening, state that Atwood's claims are paid, and the Seneca county Bank Bonds are in the depository of the State with Mr. Ludlow, of the Ohio Life Ins. & Trust Co. Bank. Some $30,000 of the Seneca county Bank notes have been remitted to the Treasurer's Office to be burnt, and bonds withdrawn.
