"Yesterday evening, an English cabinet messenger came here post from the court of Madrid, with dispatches to the court of London, in consequence of which, the Havre Packet was ordered to sail yesterday morning, tho' her turn would not come round till the end of this week, as the King George Packet had only sailed two days before. It is reported, that the contents of the dispatches by the messenger, are a treaty signed by England, Spain and Portugal, joining the German allies, the Dutch, and all the states of Italy, to act in conjunction against the new republic of France. But perhaps these rulers may think better, and prefer to have their affairs, by negotiation, settled this winter, than attempt to continue hostile both at home and abroad, which we heartily wish may be the case, for the general good of mankind. From these commotions, we conclude, that your flag will be the most respected, and consequently, a favourable opportunity for the American shipping to be employed in the carrying-trade."
