H. H. McCutcheon Thinks The Second and Fourth Divisions Should Contribute Revenue ....
Need of a tax on gold for the territory of Alaska to collect revenues from the Fourth and Second divisions, was cited in a letter written by H. H. McCutcheon, democratic candidate for the territorial house, from the Third Division, to the Copper River unit of the Alaska Mining Association.
The letter was sent in reply to a questionnaire sent to Mr. McCutcheon by the mining association. They asked his stand on the gold tax law, whether he favored repeal or modification of it.
"Year after year, the Fourth division keeps demanding more money for the University of Alaska, beginning at its institution with a $25,000 appropriation and last year reaching the sum of $400,000." Mr. McCutcheon wrote.
"I fail to see why the Third division, which pays more than 55 per cent of all taxes with its fish industry, should year in and year out, put forth such a great sum when the division demanding the money contributes very little."
Mr. McCutcheon said he was not in favor of any tax on gold and added, "if we can find the two northern divisions reasonable in the future, it may be that the issues can be adjusted more to the general satisfaction of all concerned."

H. H. McCutcheon, democratic candidate for the territorial house from the Third Division, advocates for a tax on gold in the Second and Fourth Divisions to generate revenue for Alaska territory, citing the Third Division's disproportionate tax burden from its fish industry while the others demand more for the University of Alaska without contributing much. He opposes a general gold tax but suggests adjustment if the northern divisions are reasonable.
