Democratic foresight During the administration of the great Jefferson, a vessel of war was built and completely equipped at Oswego, at the expence of $40,000. After she was finished, it was ascertained that there was a bar of sand across the harbor in which she was built, over which it was impossible for her to pass. There are at present one sailing master and two seamen on board of her, at the expence of 100 dollars a month to the United States. She now lies " high and dry" on the shore, perfectly useless and going fast to decay-a beacon to warn our wise rulers to constantly bear in mind the old adage of " Look ere you leap."--N. Y.
