By the arrival of the fast sailing scht. Abarilla, Captain Edwards, in thirteen days from Laguayra, we just learn the important intelligence of the surrender of General Morales and the whole of the Spanish force under his command, at Maracaibo, on the 3d of Aug. We have only room to-day to state the principal article of the capitulation, which is—'that General Morales and his troops are to be sent to Cuba, to remain prisoners of war until exchanged.' Morales had already sailed for Cuba—and the troops were to follow, their transport to be at the expense of the Colombian Government.—Fed. Gaz.
