The Letters from Vienna advise, that the Emperor having determin'd to wait the Issue of a Mediation undertaken by the Maritime Powers, for effecting a Peace between the Turks and Russians, before he declares against the former, has ordered his Troops into Winter Quarters ; but that every Thing may be prepared for opening an early Campaign, in case of a Rupture. He has named Three Generals of the Ordinance, One General of Horse, Ten Field-Marshal Lieutenant-Generals, 19 Major-Generals, and Two Adjutant-Generals : Count Seckendorff is to command in Chief. Mr. Tahlman, the Imperial Minister at Constantinople, is actually forbidden to depart the Grand Signior's Dominions without Leave.
