BACK TO THE LAND

Chicago. Feb. 20.--Farms adjacent to big cities for the use of the people in times of stress were suggested here today by Franklin K. Lane, secretary of the interior. Mr. Lane is on his way to San Francisco.

"We might consider a plan to set aside large areas for the use of the people," he said. "but the most practical method would be for private enterprises to provide many farms in the vicinity of our big cities, where the employees of manufacturing plants could, when laid off or working only half time, develop a small property of their own."
