A great Number of Prisoners are now in Goal in this Town for Theft, &c. It has been remarked that the great Severities used in the Southern Provinces in punishing Criminals, is a Means of driving many to this Place, where from the Lenity of our Laws and Tenderness of a Jury, they expect a light Punishment. At New-York for a small Theft the petty Criminal is carted through the principal Streets of the City so that he or she may be viewed and known, and the Halter given not at one Post, but at each Corner; and as the Crime rises, the Punishment is increased.
