In the house of representatives of New-Jersey, Mr. Kitchell offered the following resolution for disagreeing to the amendment proposed by the legislature of Massachusetts to the constitution of the United States, for apportioning the representatives in congress according to the number of the free white male inhabitants in the several states.

Resolved, That however the legislature of New-Jersey might approve of the principle of the resolution submitted to their consideration, from the commonwealth of Massachusetts; yet under the impression, that the constitution was the result of mutual concessions of the several states, & that if this resolution should now be agreed to, it may bring forward claims from our sister states, which will be deemed more injurious than the provision at present complained of; it is the opinion of this house that it is inexpedient to agree to said resolution.
