Rights Bill Foes Dominate Hearing

Washington, May 29 -- Opponents of the Administration's civil rights program still had the floor as hearings continued before the House Rules Committee today.

Complaints against the text of the bill were not confined to the South. Representatives John H. Ray, Republican, of Staten Island, served notice that he would try to eliminate an authorization for the Attorney General to seek injunctive relief in Federal courts when state courts were able to handle civil rights matters effectively.

There was widespread fear in Congress of a Federal overriding of state laws.

The principal witness on the sixth day hearings was Senator Sam J. Ervin Jr., Democrat of North Carolina. He said the measure would give the Attorney General "loaded legal dice." This would be done through possibly "the most devious piece of legislation ever suggested to Congress," he asserted.

Senator Ervin charged that the Justice Department had sought to deny jury trials to persons accused of right violations because it was afraid to lose cases.

The committee at present seems inclined to allow the bill to go to the House floor. It will vote on this move next Tuesday.
