Morgan A. Heard. We have for some time heard nothing of this individual, who, as our readers may recollect, rendered himself somewhat notorious last summer by his assault upon Mr. Arnold, one of the members of Congress from Tennessee. We learn, from the N. Y. Journal of Commerce, that he has ever since been confined in the jail of Washington city (a year next June), and that, on the 11th inst., he was discharged on his own recognizance, in the sum of $500. He is considered insane, and was not therefore put upon his trial.
