"There appears to be strong ground for believing a report that is now in circulation, that the ratification of the cession of Florida, for which Don Onis pledged the faith of his adored master, prior to the dispatch of his secretary to Spain in 1816, has at length arrived. The expedition into Florida has had a considerable effect at Madrid, as the minister of war, it appears, declared to the general ministry, that there was no alternative between the complete cession and war; but that the latter was totally out of the question. The English minister, on being consulted, intimated that the idea of war with the United States, was to Spain impracticable, and that England could do no more than aid by diplomatic means, which she would continue to do, although her mediation had been already rejected. This new dispatch may after all be only another of those procrastinations so happily adapted to the internal wisdom of our political cabinet—and things may after all be permitted to remain in statu quo, till like the five years law, the whole subject shall be forgotten; or until events in the South American states shall dictate new expedients."
