CONGRESS.
It will be seen, from the proceedings of Congress, that that body is now seriously occupied with weighty matters of publick concern. The Bankrupt bill has been reported. The subject of a revision of the Tariff, with a view to the advancement of our own manufactures as well as to an increase of the revenue, has been brought before it: And the ratio of representation for the next ten years is fixed by the select committee.
The last subject will probably engage the first attention. It is far from certain that the ratio (40,000) fixed by the committee, will be finally adopted. Should it be, the number of Representatives from this State will continue as at present; and the whole number will be 212. It is still thought, however, that the ratio will be as high as 45,000. The determination of the Committee can, of itself, have but very little weight with the House: It is a question upon which every member has the same means of deciding as the Committee.
