It Is "Up To" The Chiefs
Dawes Commission Will Soon Deliver 1,000 Patents.
The report comes from Muskogee that the Dawes commission is now filling out 1,000 patents to Allotments in the Choctaw and Chickasaw nations. They will be delivered to the chiefs of these nations within a few days. It will determine then whether the chiefs will make good their "bluff" that they will not sign the patents if they must be approved by the Secretary of Interior. The refusal of the governors to sign the patents will be in line with their policy of opposition to the Secretary of Interior, as they are fighting every act that will in any manner place their lands under his supervision. They take the position that the department has no authority over them and that the segregation of their lands is a matter within their own province.
In the Choctaw and Chickasaw nations there will be 40,000 patents to issue. This means two patents to each allottee, one for the allotment and another for the homestead. In addition to these, there are about 15,000 freedmen who receive only homestead deeds. At the end of three years there will be from 2,000 to 10,000 Mississippi Choctaws who will receive patents.
